NOC ENGINEER (Road & Infrastructure)
Position Summary:
SIEC is seeking to hire a NOC Engineer ((Roads & Infrastructure) for a project based in Dubai. The ideal candidate will have significant experience handling permitting processes and NOC applications. This role involves coordinating with all relevant authorities regarding NOC applications, design/construction specifications, and design reports. Previous experience with the Road and Transport Authority (RTA) is required.
Key Responsibilities:

Permitting/NOCs: Manage permitting and NOC processes across the UAE, including Dubai and the Northern Emirates.

Authority Coordination: Establish and maintain strong relationships with major authorities, departments, and developers to expedite data collection, certifications, and NOCs/permits.

Stakeholder Management: Handle inter-emirate and inter-authority stakeholder coordination.

Project Approvals: Oversee manager approvals for road links and internal roads projects.

Data Management: Collect and analyze data, review and check design proposals, and prepare NOC applications.
Qualifications:

Education: Degree in Civil Engineering from a recognized university.

Minimum of 5 years of experience in NOC with a focus on roads and infrastructure projects, including significant experience with RTA projects.

Language Skills: Fluent in English and Arabic, both written and spoken.

Work Ethic: Ability to manage a heavy workload with attention to detail, work autonomously, and consistently meet objectives.

Teamwork: Strong team collaboration skills and the ability to work with all levels of management.

Government Coordination: Experience in coordinating with UAE government authorities.

Clearance Processing: Process final clearances for various projects with Dubai Municipality (DM) and Dubai Electricity and Water Authority (DEWA).

Conflict Resolution: Address technical conflicts and manage escalation processes.

Strong knowledge of relevant laws, regulations, and industry standards.

Contractor Prequalification: Knowledgeable about prequalification requirements for utility contractors.
